Group Health, Safety & Environment (HSE) Officer

Primary Location:         Measham

Supported Locations: DCC Vital UK Sites (as assigned)

Department:               Quality / H.S.E.                        

Reports to:                      Group HSE Manager

Liaises with:               Group HSE team

                                  DCC VITAL UK & ROI Safety Coordinators

                                  Operations teams

                                  Divisional Management teams

Summary

The Group HSE Officer is responsible for supporting the implementation and maintenance of health, safety and environmental (HSE) management systems, processes, associated assurance programmes and reporting for DCC Vital businesses and sites. The Group HSE Officer supports the Group HSE Manager with the implementation of Group policies and procedures documentation and initiatives. The role also works closely with DCC Vital Management and Safety Coordinators, assisting in building risk assessments and safe working practices. The role is responsible for conducting site safety audits and inspections and wider HSE based system audits, ensuing timely reporting of these to Management through the audit reporting systems. The role is also a champion of the Safety F1rst programme and initiatives and helps coach and build the Safety F1rst mindset and safety culture within the businesses.

 

Principal Duties and Responsibilities:

  • Support the development and implementation of the Group Health, Safety & Environment Management (HSE) System in line with the DCC HSE Expectations for DCC Vital UK & ROI businesses. 
  • Support Safety Coordinators across DCC Vital, both remotely and on site, to implement and manage HSE requirements for their sites/businesses including development of local policies and procedures and maintenance of HSE records.  Working with designated sites as appropriate.
  • Support of timely Accident/Incident and Good Save reporting, escalation (where required), investigation and close out.
  • Support for the development of suitable and sufficient operational HSE Risk Assessment and compliance programmes in conjunction with operational teams.
  • Co-ordinate and support the project management of Group HSE initiatives, projects and communications programme including Safety F1rst, Learning from Events for DCC Vital businesses.
  • Collation and reporting of HSE data and input to management and key stakeholders including for monthly HSE Performance meetings and reports.
  • Ensure that documentation is controlled and managed within group eQMS system and rolled out to Group sites as appropriate.
  • Conduct audits/inspections/visits to verify compliance with Group HSE standards and legislation and support best practice development.
  • Support the businesses with HSE regulatory compliance and certification including audits/inspections, responses, and corrective action plans.
  • Support the delivery of relevant training requirements such as Manual Handling, Display Screen Equipment, First aid, Fire warden, Accident investigation, Risk Assessment.
  • Local System Manager (super-user) for DCC Cority system for the group and support for sites in use of the system and other HSE IT systems as applicable.
  • Support the coordination of regular HSE review programme to examine performance, identify areas requiring action, review development activities, agree actions and communication of same.
  • Member of Group HSE Team supporting HSE strategy, policy development, initiatives, and audits
  • Participate in HSE Working Groups as organised by the parent company
  • Support the sharing of best practices across DCC Vital sites.
  • Maintain good professional working relationships both internally and externally.
  • Other activities as required by the role.

Requirements & Desirable Qualifications:

  • Minimum of three years’ demonstrable experience in HSE role would be advantageous
  • Relevant qualification in HSE e.g. NEBOSH Certificate.
  • Good working knowledge of HSE legislation.
  • Auditor Certified (e.g. ISO9001, ISO14001, ISO45001 or equivalent) desirable.
  • Experience of regulatory body liaison e.g., the HSE (UK), HSA (Ireland), Environmental Agency, Local Authorities.
  • Experience of auditing and compliance assessment processes desirable.
  • Strong IT skills
  • Full clean driving licence. Must be prepared to travel across Ireland.

  • Experience working with HSE IT systems desired but not essential.
  • Proven problem solving and trouble shooting skills.
  • Strong oral, written, electronic communication & presentation skills.
  • Flexibility to travel to support business when required.

 

Other Information:

  • Full-time, permanent role
  • Available to work beyond normal office hours, including travel as required.
