Senior Implementation Lead, Trust Predevelopment (Two-Year Position) at New York City Economic Development Corporation

Background: On June 16, 2022, Governor Kathy Hochul signed the NYC Public Housing Preservation Trust Act, which authorized creation of the NYC Public Housing Preservation Trust (the Trust). The Trust is a public benefit corporation that will oversee the renovation and rehabilitation of the city’s public housing developments, owned by the New York City Housing Authority (NYCHA).

The work of launching the Trust has multiple dimensions:

  1. NYCHA is responsible for holding resident votes, which are required before any development can convert to the Trust.
  2. NYCHA and the Trust are collaborating on the development of the Trust’s governance and operations.
  3. NYCHA and the Trust are partnering in the modernization of developments that opt into the Trust. The process for the modernizations requires two year pre-development process, during which a procurement and design process takes place simultaneously with a Section 8 conversion process and a financing process. At the end of it a deal is closed, the property is transitioned to Section 8 and construction can begin. Pre-development workstreams include the following:
    • Future of property management operations
    • Procurement, design and construction
    • Section 8 conversion and tenancy issues
    • Financing
    • Disposition from Section 8 to Section 9
    • Asset management
    • Resident and stakeholder engagement

Currently Nostrand Houses is undergoing a predevelopment process that needs to close by February 2026.

Position Overview: The Senior Implementation Lead will have responsibility for driving Nostrand Houses predevelopment implementation through closing by February 2026, across major activities, whether coordinating specific sites, coordinating specific workstreams or some combination of the above, with the overarching goal of getting to a timely project closing so that construction can begin.

The position calls for a results-oriented leader with patience, an eye for detail and a desire to work in a team and learn new things every day about affordable housing, the development process and government operations.

Responsibilities:

Responsibilities are likely to vary across the length of the project but core responsibilities include:

Site Specific Responsibilities

  • Own relationship with property management staff
    • Develop and implement overall plan on resident touchpoints and partnerships (Develop and maintain relationships with residents and resident leaders
    • Partner w RSPI on engagement support & logistics
    • Maintain relationships with electeds, advocates, local CBOs
    • Ensure overall, high level communications to residents are clear
    • Trust lead on 3 partnership areas
  • Drive implementation of overall work and in particular Section 8 conversion activities
    • Ensure work is strategic
    • Flag and resolve issues when or before they occur –
      • Update strategy and come up with solutions depending on issues emerging
    • Coordinate and maintain alignment across staff and departments
    • Build relationships and motivate staff
  • Maintain visibility into all activities on developments related to predevelopment
  • Ensure work is strategic

General Responsibilities

  • Working with the Voting & Trust Program Manager, maintain communications across NYCHA including lead on all reporting
    • Keep executives up to date & flag issues
    • Provide verbal and written weekly updates
    • Maintain visibility into all work elements
  • Product & strategy
    • Conduct basic research and product development
    • Advise on strategic direction
    • SME on all things related to work area
  • Administration
    • Set and maintain basic folder and other systems
    • Ensure work is documented clearly so as to minimize work duplication and key person risk
    • Work with staff to adhere to administrative tasks and ensure consistence
  • Fill in for the Voting & Trust Program Manager in meetings
Salary Range$135,000—$137,000 USD
